Are Nefelims related to planetary HQ? if so? How Nefelims in current time can reactivate memory? and override temporary implants?

Your question on the nephalim assumes facts not in evidence.
That they have implants and the ability to recover memory.
No implants.
Recover memory from where?
The nephalim have no souls, thus no soul memory. What they know is already between their ears. There's nothing to recover.
They can, and I have taught one, to learn to use the non linear aspects of their physiology.

Does nephalim inhabit in normal human bodies? Where can I get more info on this mater regarding the nephalin and their current goal in this planet?

There are 2 orders of nephalim - those from above and those from here. They are born into their skin suits in just the same fashion you were. Every person has non linear capabilities be it sourced from the soul or, in the case of the nephalim, via genetics. Read non linear as out of time or dimensional. I don't think you can get more on this topic from any other source.
Their current 'goal' in this planet is the same as yours - to pass judgement
