I would say there are numerous levels of King. Some local/village level and others at an emperor status. I admit that I maybe local quality now but I truthfully aspire for the planet in Gods service. It is to be understood that all of society must strive for God consciousness to there individual capacity or we are not better than common animals.
How to serve? First by systematizing and thereby organizing into 4 varnas(occupations) and 4 asramas(living arrangements). These divisions would be naturally ascertained by individuals personal action(exercising free will) and by no other criteria. Not by birth nor race nor sex nor age. These rules would be the great equalizers for the 'human' society.
The occupations are priestly class, ruling class, agricultural class and laborer class. The division are equated to the present human body. The head or leader is the priest, spiritual guide/mentor and social barometer. He gives guidance to all the other classes, especially the ruling class. The arms and chest are the warrior/ruling class, they are the protectors and caretakers of all 4 classes.The stomach is the agricultural/commercial class, they will protect the domestic animals and engage in agricultural activities that will naturally vitalize all that participate. the legs are the labor and provide assistance to the other three classes. This will include all trade and craft type activities as well as doctor, lawyer, actors,, artisans, clerk, manufacturing...etc.
Now the qualities are delved out in Bhagavad-Gita very nicely in the 18th chapter. To much to list it all, for now just a taste.

Peacefulnesses, self-control, austerity, purity, tolerance, honesty, wisdom, knowledge, and religiousness-these are the qualities by which the brahmanas work.(priest)

Heroism, power, determination, resourcefulness, courage in battle, generosity, and leadership are the qualities of work for the ksatriyas.(warrior)

Farming, cows protection and business are the qualities of work for the vaisya,(agriculturalist) and for the sudras(labor) there is labor and service to others.
It is not very difficult to see if a person is a lier or a truther. No liers can be priestly class period, full stop.
No coward that hides behind shadows can be a hero.
A person whom sows no seed is not a agriculturalist and if you have no individual initiative or do plumbing candle stick making or baker you are a laborer.
Now to how we live. The first age group is up to 25, it is called student life. General education and job skills according to temperament(free will action). No sex, no intoxication, no meat eating and no gambling. There are variations according to occupations. This is just general.
Then active working life from 25-50. Have sex for procreation. Meat eating, intoxication and gambling are only in the warrior class and the labor class under great restriction. No Brahman/priest will ever indulge in these 4 restrictions.
Then semiretired life 50-75, leaving active family life with wife to live very simple and preach the Holy Names.
Then full renunciation of all worldly contrivances/ownership, to include wife. She will be dutifully cared for by the grown sons. Only preaching and teaching will be there job, no worldly responsibilities.
This is just the surface of "on earth as it is in heaven" There is much more detail. The demigods will not even come here to pass urine.
